In a landmark moment for India’s strategic infrastructure and regional connectivity, Prime Minister Narendra Modi made a historic touchdown on Assam’s first Emergency Landing Facility (ELF) on Saturday. Arriving aboard an Indian Air Force (IAF) C-130J Super Hercules, the Prime Minister inaugurated the 4.2-km reinforced stretch on the Moran Bypass, marking a significant leap in the defense and logistics capabilities of the Northeast.
A Strategic Milestone for the Northeast
The newly inaugurated ELF, situated on National Highway-37 in the Dibrugarh district, is the first of its kind in the Northeast region. Constructed at a cost of approximately ₹100 crore, the facility is designed to serve a dual purpose: providing a robust landing strip for military operations and acting as a critical alternative for civil aviation during emergencies.
The Prime Minister’s day began at the Chabua airfield, where he was received by Assam Governor Lakshman Prasad Acharya, Chief Minister Himanta Biswa Sarma, and Union Minister Sarbananda Sonowal. From there, he transitioned to the C-130J aircraft for the short flight to Moran, demonstrating the operational readiness of the highway airstrip. This touchdown is not just symbolic; it underscores India’s commitment to strengthening its eastern frontier, especially given the facility’s proximity to the Line of Actual Control (LAC).

Aerial Prowess and Defense Preparedness
Following the inauguration, the Moran sky echoed with the roar of advanced military aviation. The Prime Minister witnessed a spectacular 40-minute aerial display organized by the Indian Air Force. The showcase featured a diverse fleet, including Rafale and Sukhoi Su-30MKI fighter jets, which executed precision maneuvers and touch-and-go drills on the highway.
The display also included transport aircraft like the AN-32 and various military helicopters, proving that the 4.2-km stretch can handle heavy-duty logistics. This facility provides the IAF with the tactical flexibility to rapidly deploy resources in times of natural disasters or security exigencies. Officials noted that the Moran ELF is one of 28 such facilities being developed across India, joining the ranks of similar strips in states like Rajasthan, Andhra Pradesh, and Uttar Pradesh.
Boosting Regional Development and Connectivity
While the ELF serves a vital defense role, it is also a cornerstone of the Prime Minister’s broader development agenda for Assam. During his visit, PM Modi launched various development projects worth over ₹5,500 crore. These initiatives are aimed at enhancing the socioeconomic fabric of the state, focusing on infrastructure, energy, and healthcare.
Chief Minister Himanta Biswa Sarma highlighted that the facility would serve as a crucial alternative to the Dibrugarh airport. Beyond its utility, the event served as an inspiration for the local youth. Students from schools and colleges in Dibrugarh and Charaideo were invited to witness the aerial display, with the government hoping to ignite an interest in the armed forces among the next generation of Assamese citizens.
Strengthening the National Highway Network
The transformation of a standard highway into a high-tech airstrip reflects a shift in India’s infrastructure philosophy—creating “dual-use” assets. By integrating military requirements into civilian road projects, the government is maximizing the utility of its investments. The Moran ELF is built to withstand the immense pressure of fighter jet landings, requiring specialized reinforced bitumen and meticulous engineering.
As PM Modi departed for Guwahati following the ceremony, the successful operation at Moran stood as a testament to the seamless coordination between the Ministry of Road Transport and Highways and the Ministry of Defence.
